Council authorizes Corps study of Hilo Bay breakwater configurations

The Hawaii County Council approved a resolution authorizing agreements with the U.S. Army Corps of Engineers and HIDOT Harbors to study Hilo Bay watershed and breakwater reconfiguration options intended to improve water quality while preserving safe-harbor function.
The council voted Jan. 8 to authorize the county to enter agreements with the U.S. Army Corps of Engineers and the Hawaii Department of Transportation Harbors Division to conduct a watershed and harbor study for Hilo Bay. The resolution, moved after public comments and a presentation referencing a decades-old Corps analysis, passed with a majority vote.
Proponents said prior Corps modeling indicated changes to the breakwater configuration could reduce turbidity and improve salinity and flushing in parts of Hilo Bay while maintaining the breakwater's primary function as a safe harbor. Mayor Harry Kim told the council the Corps' earlier modeling showed "significant positive impacts to the water quality of Hilo Harbor" under certain configurations, and described the study as an opportunity to revisit older recommendations.
The resolution directs the administration to negotiate interagency agreements and begin a coordinated study. The study is explicitly scoped to preserve harbor safety; engineering and environmental staff will provide the council with periodic updates as the study progresses.
