County Engineer asks commissioners to review permit fees; TIF at Amazon site discussed

The Allen County Engineer’s office briefed commissioners March 17 on two items: a potential Tax Increment Financing (TIF) tied to the Amazon warehouse site and concerns about stormwater-permit fees under a Three-Way Agreement.
County Engineer Brion Rhodes said a TIF could direct property-tax revenue from the Amazon site toward infrastructure and roadway projects; draft resolution language obtained from counsel (via Cindy Leis of AEDG) was shared and commissioners were told the Auditor’s Office must be involved in creating any TIF. Rhodes also reviewed work hours under the Three-Way Agreement among the County Engineer, the Board of Commissioners and the Allen Soil and Water Conservation District, and told the board current permit fees are not covering the staff time required to administer Stormwater Management and Sediment Control Regulations. Commissioners asked Rhodes to provide accurate logs of hours spent on stormwater-related work before any fee changes are made.
Rhodes said he supports the Three-Way Agreement but wants to ensure permit fees better reflect administrative workloads. Commissioners did not set new fees at the meeting and directed staff to return with more detailed time accounting.
