The council voted unanimously to approve the Blake Subdivision development agreement after staff confirmed that final landscaping and irrigation reviews will be handled at plan review under existing ordinances. Staff (speaker 16) said the agreement reflects planning-commission findings and will move the project toward final plat.
On audit services, city staff (speaker 21) explained that council authorization to continue with Larson & Company does not obligate the city beyond the formal engagement letter and allows the city to part ways after an audit cycle if needed. The council approved continuing the city's relationship with Larson and Company.
On infrastructure, Tom Jorgensen (speaker 22) described a cost-share arrangement with nearby developers to construct a roundabout at Cuevasa and Center Street consistent with the transportation master plan. Staff said the city portion covers enhanced features (medians, center-island curbing) beyond typical off-site improvements. Council approved the reimbursement to Onyx 600 LLC and discussed transparency and impact-fee accounting for the work.
