Representatives from Juvenile Court told commissioners March 5 that the ACCESS Center needs additional staff and programming funded through the Community Mental Health Initiative Grant. Berlin Carroll presented a request totaling $211,559.80 for staffing and program expansion, saying the county is 18 months into a four-year grant period.
Carroll and Tammie Colon also requested a new client-management software system priced at $87,580 with an annual maintenance fee of $70,200. Carroll said grant funding would be able to cover the annual maintenance for an estimated three to four years, but commissioners asked for details on how ongoing maintenance would be sustained after the grant window.
Commissioners suggested Juvenile Court pay new positions from its Special Projects funds up front and then seek reimbursement through the Community Mental Health Initiative Grant; Carroll said she would consult with the Auditor’s Office on the county’s ability to structure that financing. The board did not record a final vote on the software purchase during the meeting.
