Council delays vote on permitting changes for large temporary structures ahead of LPGA event

Ivins City Council on Feb. 6 continued action on Ordinance 2025-01, which would amend the city code governing Class 1 use permits and clarify how long temporary structures may remain in place.

Mayor (speaker 4) read the ordinance summary noting the item was intended to "simplify the application process for class 1 use permits and to clarify the length of time temporary structures are allowed." Council discussion centered on pre-event permitting for large events, including concerns raised by Black Desert and organizers of upcoming national golf events.

Councilmembers queried staff about worst-case construction windows that could constrain the calendar for "non-construction" periods in the code. One councilor said that, using the draft numbers, the worst‑case combined event and structure timelines would leave "only 4.4 months free of non construction on this spot," and asked how the city should plan around that possibility.

Staff (speaker 16) explained the city's historical enforcement approach and said flexibility has allowed special events to proceed. Several members proposed a short continuation to allow Black Desert and staff to return with verified timelines for assembly, height limits and duration; one councilmember recommended simultaneous review of Chapter 10 on special events.

Council action: a motion to continue consideration of Ordinance 2025-01 to the next regular meeting passed by voice vote. Council directed staff to seek specific event permitting details from Black Desert and to bring draft ordinance language or planning-commission referral as appropriate.
