Commissioners ratify AEP easements, approve utility permits and seed funding for local projects

Athens County commissioners on March 25 ratified right-of-way and easement documents with AEP and approved a slate of utility permits and project funding actions included in the meeting packet.
The board ratified previously executed AEP easement and right-of-way documents and a separate AEP electricity-supply signature contained in the packet. Commissioners also approved utility permits from Frontier (pole replacement and overhead/fiber work), Frontier North, S&ME (geotechnical borings), Glofiber (fiber installation), Spectrum (fiber optic work) and Columbia Gas (buried gas crossing), with estimated project schedules and work descriptions on file with the county engineer.
On infrastructure projects, the board ratified Commissioner Eliason’s signature on New Marshfield Sewer Project design and construction financial responsibility documents and authorized Commissioner Eliason to sign the Guysville Stewart Sewer loan application. The board approved a request for $49,800 in funding through the OneOhio Recovery Foundation for Tomcat Bridge Builders and approved a Ferndale contract referenced in the packet.
Administratively, the board added and removed names on the sheriff's office credit card authorization, set a prior-approval rule for uniform purchases for maintenance and utility employees, and approved participation in the CCAO Group Retrospective Rating Program with an estimated refund of $41,745. Various travel authorizations for county staff were also approved.
All votes recorded in the minutes show Commissioners Eliason and Adkins voting yea and Commissioner Chmiel absent unless otherwise noted; documents were placed on file as indicated.
