Washington County commissioners approve emergency road repairs, appropriations and MOUs

The Washington County Board of Commissioners unanimously approved a package of fiscal and contracting actions during its April 23, 2026 meeting, including emergency road repairs, budget adjustments and interagency memoranda of understanding.
Commission President Charlie L. Schilling and Commissioners Eddie D. Place and Greg Nohe approved additional appropriations for engineering work totaling $852,386.63 — $608,669.33 for the Engineer Pump Station Project and $243,717.30 for Engineer capital outlay — and a $130,000 transfer into Capital Projects. The motions were made by Commissioner Eddie D. Place and seconded by Commissioner Greg Nohe, and the roll-call vote was unanimous.
The board approved emergency contracts with Bob Lane’s Welding to repair two landslips: County Road 56 (Big Run Road) for $54,612 and County Road 3 (Two Mile Run Road) for $74,748.50. Commissioners discussed the emergency nature of the work and the company’s ability to start immediately.
Also approved was a one-year jail housing contract with Perry County, effective May 1, 2026 through April 30, 2027, that sets the prisoner housing rate at $100 per day. Commissioners approved a set of Then & Now certificates and dispensed with the reading of the April 16, 2026 minutes earlier in the meeting.
The board signed a Memorandum of Understanding with the Statewide Consortium of County Law Library Resources Boards to accept a $4,000 grant for energy-efficient blinds for the county law library conference room; the MOU runs through Dec. 31, 2026 and cited a quote from Copper Leaf Interior Design of Marietta. Commissioners also approved an MOU between the Washington County Home and the Washington County Health Department, effective July 1, 2026, under which the County Home will provide nursing services billed at $54 per hour and limited to 30 hours per month without written consent. Flite Freimann, Director of Job and Family Services, described the collaboration as an ongoing partnership.
The board approved Woolpert Invoice #3 for $17,864.30 to cover preliminary engineering on the Regional Wastewater Collection Extension for unsewered areas along State Route 7 South and Blue Knob Road; federal funds will pay for the work. "The SR7 project is a priority for the Commissioners and will be impactful for that area of the county," Schilling said.
All formal motions recorded in the minutes carried on unanimous roll-call votes by the three commissioners. The meeting adjourned at 11:09 a.m.
