Washington County Commissioners approve routine transfers, contracts and support letters; appointment tabled

The Washington County Board of Commissioners on April 9 approved a slate of routine and substantive items including interfund transfers, travel reimbursements, a jail housing contract and payment on a multi‑station pump project, and adopted a resolution declaring April 2026 National County Government Month.
Most motions were unanimous. Vice President Eddie D. Place moved and Commissioner Ronald G. Nohe seconded procedural motions to approve the agenda, dispense with the reading of minutes, and accept the auditor’s list of bills; those measures passed on unanimous roll calls.
In financial business, the board approved multiple transfers and a set of Then & Now certificates from county departments. Travel and reimbursement requests for Children Services and Family & Children First staff were authorized with specific dates and destinations listed in the record.
On intergovernmental agreements, commissioners approved a contract to house Muskingum County inmates at Washington County Jail at $100 per day effective May 1, 2026 through April 30, 2027, and approved Veregy Invoice #4 for $390,655.04 covering field work on the Veregy Pump Station Improvements Project — Phase 2. County Engineer Roger Wright told the board the invoice covers 95% completion of 12 pump stations and 50% completion of five others and said crews are identifying inflow and infiltration issues. The project contract is $5.2 million and includes $4.0 million in loan forgiveness from the Ohio EPA Water Pollution Control Loan Fund.
The board also approved a memorandum of understanding allowing the Southeastern Ohio Building Department (SEOBD) to administer residential code services for the Village of South Zanesville (excluding plumbing) and a letter of support to the U.S. Department of Health and Human Services backing Marietta Memorial Hospital’s request to expand hospitalist services in southeast Ohio.
One personnel item was tabled: the appointment of Jennifer Reed to the Washington County Behavioral Health Board. Tim Hahn of the Behavioral Health Board asked the commissioners for time to research potential conflicts of interest; the board voted to table the appointment.
The meeting closed with public and staff comments on water safety, local events, and property tax questions; the board adjourned at 9:53 a.m.
