Vienna council authorizes advertisement of bond ordinance and readies Dec. 2 bond award

The Vienna Town Council voted Nov. 11 to authorize advertisement of a bond ordinance that would allow the town to issue general-obligation debt to finance its 2026 capital improvement program, including parks, building renovations, transportation upgrades and water/sewer projects.
Finance staff and the town manager said the ordinance authorizes an amount not to exceed $20 million; preliminary allocations shown to council indicated approximately $8.5 million for meals-tax-funded general-government projects and $9.2 million for water and sewer projects, with final numbers to be presented at the special meeting on Dec. 2. The town's financial advisor, David Rose of Davenport, told council staff expect continued favorable credit feedback and that Vienna's AAA rating should keep borrowing costs low.
Next steps: the bond sale will go live on Dec. 2 and close at noon, with a special council meeting the same day to award the bonds to the lowest bidder. The bond closing is scheduled for Dec. 16, at which point proceeds will be available for CIP projects.
Council members asked clarifying questions about the $20 million cap and the specific project totals; staff said final allocations will be provided at the Dec. 2 meeting and that the ordinance is the procedural step to comply with statutory notice and public hearing requirements.
