Allen County commissioners hear staff updates on contracts, ditch petitions, reimbursements and community events

The Board of Allen County Commissioners met in a special session on March 4 for a series of administrative updates and scheduling items.
Clerk Brittany Woods reported receipt of a petition from Don French for a ditch project; Woods said the petition will be placed on a resolution next week to accept and move the process forward. Woods also said remaining approvals of dispatch service contracts are set for the board's next meeting and that the county received an invitation from Downtown Lima to discuss a Designated Outdoor Refreshment Area (DORA).
Sofia Clifton told the board that a $75 invoice from Lima SHRM had been received and that she would continue the county's membership; she also said she has begun providing Smart Shopper informational meetings for departments, that a workers' compensation trial is scheduled for March 16, and that she will attend Safety Congress next week. Clifton said she would review a request for a facility service dog for Crime Victim Services and provide insurance/liability reasoning before moving forward.
Staff reviewed a proposed reimbursement under a Memorandum of Understanding with the Allen County Historical Society totaling $172,150.72; the minutes record the reimbursement amount but show no final action in this session. Susan Wildermuth flagged a request concerning late fees from Enbridge to Metroparks; the request will be placed on a future resolution for approval. Woods and Wildermuth also discussed janitorial services at Children Services and ongoing courthouse renovation planning; commissioners requested that full discussion occur when all three commissioners can attend.
Commissioner Beth Seibert raised the Crider-Neely petitioned ditch project and asked whether Monsanto funds might be used; staff said the project does not meet stream enhancement requirements. A meeting with the Soil and Water Conservation District and the County Engineer's Office was scheduled for March 12 to discuss the Three-Way Agreement and MS4 administration agreement.
Finally, county staff and Activate Allen County reviewed 11 applications for the Chili for Charity event; six applicants will be selected to compete at the event and the top four will receive funding.
