Ivins council approves roundabout engineering contract, conservation easement and quitclaim deed

Ivins — The council approved several infrastructure and land‑use actions at its Feb. 20 meeting:
• Engineering contract: Following an RFP and scoring process, the council approved selecting Mainline Engineering to prepare construction drawings for the Snow Canyon Parkway and Hamlin Parkway roundabout at a contract price of $80,460 (including geotechnical work). Staff said the construction cost estimate is higher but the design is needed now; council noted the project will be paid from planned transportation budgets and be eligible for impact‑fee reimbursement when the master plan is updated.
• Conservation easement: Council authorized a water conservation easement along the Blackstone development frontage that preserves a landscaped buffer and commits the city to retain path width in exchange for the developer receiving a reduced impact fee on the landscape buffer area. Staff said the easement does not transfer control to an outside party and the city retains responsibility for the corridor.
• Quitclaim deed: To reconcile a technical boundary overlap created when the city previously acquired right-of-way for Hamlin Parkway, council approved quitclaiming any small city interest in specified subdivision lots so the developer can record clean lots and move forward with construction.
All three actions were moved, seconded and approved on council votes during the meeting.
