The Ivins City Council took several votes on June 5, approving arts-related expenditures and rejecting a land-use request flagged by staff and the Planning Commission.
Resolution and arts funding: The council unanimously approved Resolution No. 2025-05R to allocate certain arts wrap-tax funds, formalizing the Commission’s recommendation to set preauthorized disbursements of $10,000 each for three arts organizations (KAF, Tuocon, and the Arts Commission) for the Arts Corridor.
Utility-box art: The council then reviewed five proposed utility-box wraps along the Arts Corridor (artists from local HOAs and community groups donated most art and funding). City attorney Brian (speaker 14) advised council to make an explicit finding that the pieces represent government speech to avoid free-speech issues, and to condition approval on Rocky Mountain Power’s consent because the boxes sit on power-company property. Council approved the artwork subject to the power company’s signoff and thanked the artists for donating work.
Zoning amendment denial: On a separate land-use item, staff and public-safety personnel (speaker 11 and Chief Khan) reported that a proposed zoning text amendment to allow moving-truck and trailer rentals at approximately 47 East 800 South could not meet fire-access and parking requirements. Staff recommended denial; the council agreed with the Planning Commission’s recommendation and voted to deny the zoning-text amendment. The applicant indicated he was likely to withdraw the application.
Votes and next steps: All the above motions were approved without recorded dissent. The city attorney will prepare the formal documents and staff will confirm the Rocky Mountain Power approval before art installations proceed.
