Flower Mound staff reports green-waste option approved, tree-rebate nearly spent and canopy estimate at 25.6%

Town staff updated the Environmental Conservation Commission on several ongoing programs during the May 5 meeting.
Staff said town council approved adding a seasonal green-waste collection option to the Republic Waste Services franchise agreement. "They approved that," a staff member said, noting the green-waste pickup will be offered seasonally with flexible two-week windows timed to leaf-drop periods.
The commission heard that the town’s first-year tree rebate program proved popular. Staff reported roughly $9,972 of the initial $10,000 allotment was used across 33 applications for 53 trees. "First year we've done the tree rebate program. Very successful," staff said.
Jake (staff member) presented an urban-canopy analysis using the Texas A&M UrbanTree tool and said Flower Mound’s 2022 imagery shows about 25.6% canopy cover covering 7,196 acres. He explained the tool uses ESRI deep-learning models and that staff will update the calculation when 2024 imagery becomes available.
Staff also previewed outreach plans: tabling at Art Fest, a library summer kickoff and partnerships with public-works and utility-billing staff to promote recent water-conservation ordinances.
No formal votes or regulatory actions on these items were taken; staff will return with program data and draft ordinance language on tree-ordinance items when available.
