Washington County sets up SR7 South Sewer fund, approves $1M-plus in sewer appropriations

The Washington County Board of Commissioners on Feb. 12 adopted a resolution creating a new Auditor fund (5114 SR7 SOUTH SEWER PROJECT) to track revenue and expenses for the State Route 7 South Sewer Project, and approved multiple appropriations to advance design and construction work.
Commissioner Eddie D. Place moved to create the fund and Commissioner Ronald G. Nohe seconded; the motion passed on a unanimous roll call. The board named engineering firm Woolpert, Inc. to complete both preliminary and detailed design for the project.
In the same series of motions the board approved an additional appropriation of $240,290 to the SR7 South Sewer Project and $778,059 to a Pump Station Project, along with smaller appropriations for County General and the Marietta CROSS Project. All items were approved by unanimous vote.
The decisions are intended to centralize accounting for SR7 project revenues and expenses and to provide funding for near-term work. The board did not set construction schedules during the meeting; staff-level project planning and design will follow the award to Woolpert, Inc.
The SR7 funding items were discussed alongside a separate request from Macksburg officials later in the meeting: Lyric Colvenbach, mayor of the village of Macksburg, asked the county to consider taking over the village's new sewer system because the village lacks capacity to maintain it. Wastewater Superintendent Joe White and County Engineer Roger Wright said the system is operable by county staff but recommended inspecting the system before its one-year warranty runs out in October. Commissioners agreed to have the Engineer and Mr. White evaluate options and report back.
The board approved the fund creation and appropriations as part of a larger consent agenda of budget and finance items; no separate public hearing on the SR7 project was held at the Feb. 12 session.
