The Westmoreland County Board of Supervisors awarded the county’s 2028 general reassessment contract to Vision Government Solutions and approved funding actions to cover the initial cost.
Staff said two proposals met the RFP: Cohen Services ($586,211.16 including bond) and Vision Government Solutions (base $552,900, plus a 2% performance bond cost of $11,058, bringing the total to approximately $563,958). Staff noted Cohen’s bid included only two weeks of informal appeals (additional days at $800 per day), while Vision committed to the four weeks of informal appeals requested in the RFP. The commissioner of the revenue recommended Vision based on price and the appeals schedule.
The board voted to accept the recommendation and awarded the reassessment contract to Vision. The board also authorized the county attorney and interim county administrator to execute the contract after proof of the required performance bond. The board approved transferring existing cash reserve balance (a portion, not the full $563,000) to the reassessment budget line to cover services in the current fiscal year; staff said remaining amounts will be addressed in the next fiscal year’s budget.
Staff and the commissioner of the revenue said Vision would provide photos and field checks and that Fred Pearson (named in the vendor materials) would oversee the project.
