Vienna approves $447,003 design contract for Locust Street shared‑use path

Brad Baer and Andrew Jinks presented the project as part of the town's capital improvement plan and as an outcome of the 2020 Maple Avenue multimodal study. The work will build a 10-foot-wide shared-use path between Center Street and the W&OD Trail, replace a bridge that is not wide enough for the path, and correct recurring drainage and standing-water issues. Staff said the design cost represents roughly 15–20% of estimated construction cost, a normal share for design work.
Funding: staff reported the project will use Transportation Alternatives (TA) funds administered by VDOT with an 80/20 split; the town's 20% match will come from NVTA 30 funds rather than local bonds. Council members asked whether the previously repaved sidewalk segments would be reworked; staff said they would follow up to avoid redoing recently completed work and that the design includes coordination with Parks & Rec for adjacent storm-water elements.
Council members emphasized the path's role in multimodal connectivity and climate-friendly transport. Council member Anderson described the route as an "integral part of our multimodal transportation system" and supported the expenditure despite its cost. The motion to approve the design contract passed by roll call.
