Etowah County Commission approves personnel moves, contracts and restaurant liquor license

Commission President Jeffery Washington opened the meeting at 9:00 a.m.; Commissioner Jamie Grant moved to approve the consent agenda and related motions were seconded by Commissioner Craig Inzer or Commissioner Johnny Grant as recorded in the minutes. Present and voting yes were Commissioners Mike Powell (District 1), Johnny Grant (District 2), Jeffery Washington (District 5), Jamie Grant (District 3) and Craig Inzer, Jr. (District 6). Commissioner Tim Ramsey (District 4) was absent.
Key approvals on the consent agenda included promotions and hires requested by the County Engineer and other departments: promotion of Matthew Harp to Heavy Equipment Operator effective March 30, 2026 at $18.25 per hour and hiring of Jeremy Blevins as Equipment Operator effective March 30, 2026 at $16.54 per hour (Gas Tax Fund); hiring of Savannah Pritchett as Revenue Tag and Title Clerk effective March 24, 2026 at $13.24 per hour (General Fund – Revenue); hiring of Tina Harris as a temporary Building Service Worker effective March 16, 2026 at $12.00 per hour (General Fund – Maintenance); and hiring of Rachel Stinson as a Rural Transportation Van Driver effective March 20, 2026 at $13.24 per hour (Rural Transportation Operating Fund). The commission also approved allowing Detention Deputy Blake Hammonds to receive PTO leave donations, citing that the employee met program eligibility requirements.
Other county-level items approved in one motion were: authority to issue a new bid for inmate uniforms (current Bid No. FY 2025-11 expires April 14, 2026) with requested additions for inmate workers; approval of the 2025 Memorandum of Participation with Cavanaugh Macdonald Consulting, LLC for a full OPEB valuation; a general Right of Way Use Agreement with Farmers Telecommunications Corporation and authorization for the Commission President to execute it; and approval of a Hunting Lease, Liability Waiver, and Indemnity Agreement with the Wesson Lake Hunting Club.
The commission also approved a resolution requesting ADECA's approval to utilize remaining funds and request additional funds to purchase additional Lucas devices and authorized the Commission President to execute the resolution; the minutes record the acronym “ADECA” but do not spell out the agency name.
In new business the commission held the final reading and approved an ABC License Application (Type 020 — Restaurant Retail Liquor) for The Kitchen at Pine Crest, LLC, trading as The Kitchen at Pine Crest, located at 1570 Bruton Gap Road, Attalla (District 3). Minutes state this is a new applicant in unincorporated Etowah County.
