Health department to move CARES-era reimbursements into levy fund, council approves transfer

Scott Wagner told the council that the county had about $110,000 originally identified in a CARES-era grant for reimbursement of health department staff time during COVID activities; State and federal offices confirmed the funds are county-eligible reimbursement and should be placed in the health department levy cash balance for use in budgeting.
Wagner said the funds were reimbursement for salaries and that the best practice advised by the State Board of Accounts and the Indiana Finance Authority is to move the amount into the health levy fund so it can be drawn down against salary costs in the 2027 budget cycle. He estimated the usable amount that will go into the levy at roughly $96,000.
Council members asked whether the money needed to be returned; staff said the agencies confirmed the county could keep the funds and move them into the appropriate fund. A motion to approve the transfer resolution was made and passed unanimously.
Staff said the transfer will be recorded and available for the 2027 budget, and that the county would retain email and audit documentation supporting the treatment of the funds.
