Washington County commissioners approve magistrate renovation, Devola sewer payment, grant support and paving bid solicitations

The Washington County Board of Commissioners on Feb. 26 approved a series of contracts, grants and procurement actions, voting unanimously on motions moved by Vice President Eddie D. Place and seconded by Ronald G. Nohe.
The board awarded a Notice of Award and Contract for a courthouse magistrate renovation to Promanco, Inc. with a base bid of $264,782.28; substantial completion is expected 130 days after work begins. The board also approved a Project Closeout for the U.S. Army Corps of Engineers Devola Sewer Project and authorized payment to RDR Utility Services Group for Invoice #31 in the amount of $437,587.39, representing release of 75% of retainage after substantial completion; county staff said the final tank was installed Sept. 30, 2025 and yard restoration will resume in spring 2026.
Commissioners approved a subgrant agreement with the Ohio Department of Public Safety, Office of Criminal Justice Services for Sheriff Extradition (Natrona County, Wyoming) totaling $4,240.10 for the July 1, 2025–June 30, 2026 award period. They also signed letters of support for the Appalachian Ohio Manufacturers Coalition and BESTOhio workforce grant and for the Warren Township Volunteer Fire Department's application to build a new station.
The board approved requests from the County Engineer to solicit bids for 2026 materials (aggregates, liquid bituminous and asphalt concrete) with a bid opening set for March 17, 2026, and to apply for Rural Transportation Planning Organization (RTPO) funds administered by Buckeye Hills for County Road 11 (Dalzell Road), a 4.07‑mile project estimated at $1,092,152. The board also approved OPWC Round 39 bid specifications for resurfacing on County Roads 47 and 544 with an estimated cost of $973,126 to be paid from Motor Vehicle Gas Tax and OPWC funds; that bid opening is scheduled for March 24, 2026.
In administrative business, the board approved additional appropriations for the Engineer totaling $133,, ,000 (split into $124,473.75 and $9,526.76), a transfer of $152,804.24 from Budget Stabilization, Then & Now certificates, and travel reimbursements for Job & Family Services staff. The commissioners certified a long list of delinquent sewer accounts to the County Auditor for collection with taxes due under ORC 6117.02.
Roger Wright, County Engineer, told the board townships will be able to purchase materials at the same prices as the county. All recorded motions during the meeting passed on unanimous roll calls. The meeting adjourned at 10:24 a.m.
