Policy committee reviews FMLA update to reflect Connecticut expansion for noncertified staff
Summary
Julie presented revisions to Policy 4153 to reflect a Connecticut FMLA expansion that will make noncertified staff eligible as of 10/01/2025; the committee noted minor edits and confirmed the district tracks FMLA use but cannot reliably project future claims.

Julie told the committee the proposed revisions to Policy 4153 reflect statutory changes recommended by counsel (Shipman) and observed that, while employees have federal FMLA protections, the Connecticut FMLA expands eligibility. "As of 10/01/2025, our noncertified employees have become eligible under Connecticut FMLA," Julie said, describing broader eligibility and broader qualifying reasons under state law.
Sharon flagged typographical and formatting issues (for example, the single word 'servicemember' should be two words) and asked whether statutory language such as 'exigency' should be retained. Julie said the wording largely comes from the legal statute and recommended keeping statutory terms to avoid changing legal meaning; the committee accepted that approach. Members also asked whether collective bargaining agreements could supersede policy; Sharon noted the policy includes language that negotiated contracts will supersede FMLA where applicable.
Staff confirmed the district tracks FMLA leaves and the reasons for them but said projecting future usage is difficult because qualifying reasons vary widely and some are family‑dependent. No formal action was taken; members requested minor typographical fixes and noted that the administration will ensure consistency with negotiated agreements.
