Adams County commissioners approve routine bills, budget transfers and new opioid remediation fund

At their Feb. 17 meeting the Adams County Board of Commissioners approved payment of routine bills, supplemental transfers and appropriations, established an Opioid Remediation Fund, and approved travel requests, an appointment and a volunteer EMS hire; all motions passed on roll call.
The Adams County Board of Commissioners voted Feb. 17 to approve routine bills and a set of resolutions covering transfers, appropriations, a new grant fund and personnel items.
Commissioners approved Resolution No. 2026-061 to pay $98,001.66 in county bills and departmental line items after a motion by Jason Hayslip, seconded by Kelly Jones. The vote was recorded as Jones, aye; Hayslip, aye; Barbara Moore Holt, absent.
The board then approved supplemental transfers and additional appropriations under Resolution No. 2026-062. The action moved $10,000 from 165-162-5190 (Insurance-Empl) to 165-161-5150 (Salaries Empl, Engineer) and $15,000 from 165-162-5190 to 165-162-5150 (Salaries-Empl, Engineer). Additional transfers included $2,000 from 165-162-5350 (Equipment) to 165-161-5500 (Travel & Exp, Engineer) and $8,445.22 from 165-162-5350 (Equipment) to 165-162-5366 (Trucks-Debt, Engineer). Small appropriations were added to Common Pleas payroll and benefit lines as listed in the meeting packet.
The board established a new Opioid Remediation Fund (#189) under Resolution No. 2026-063 to track grant proceeds received for remediation efforts. Commissioners approved two travel requests for county engineers (Resolutions Nos. 2026-064 and 2026-065): attendance at the CEAO Storm Water Management and Drainage conference in Westerville, Ohio (March 19–20, 2026), and the CEAO Bridge Conference in Columbus, Ohio (Aug. 11–12, 2026). The commissioners also reappointed Jude Endicott to the Adams County Children Services Board for a retroactive four-year term (Resolution No. 2026-066).
On personnel business, the board approved the volunteer employment of William White as an EMS volunteer driver effective Feb. 16, 2026 (Resolution No. 2026-067).
A proclamation designating Feb. 21–28, 2026, as Future Farmers of America (FFA) Week in Adams County was adopted as Resolution No. 2026-068.
All recorded votes noted Commissioner Jones and Commissioner Hayslip voting aye; Commissioner Barbara Moore Holt was recorded absent for the session.
