Allen County commissioners approve consent agenda, ARPA payments and service agreements; table truck purchase

The Board of Allen County Commissioners voted unanimously March 24 to approve a multi-item consent agenda covering financial advances and supplemental appropriations and separately approved contracts and operational resolutions, while tabling a proposed fleet purchase by the County Engineer.
The meeting opened at 9 a.m. with Commissioner Cory Noonan leading the pledge and the board adopting the agenda by unanimous roll call. The board approved a consent package that included Resolutions #202-26 through #210-26 addressing repayment and warrant of advances involving the Health Department Fund, returns of advances for the Perry Sewer Improvement Project, and multiple supplemental appropriations.
Commissioners then approved individual resolutions including: a contract with Northwestern Ohio Security System, Inc. to install cameras at the Clerk of Courts office (Resolution #211-26); authorization to process a late fee/penalty waiver (Resolution #212-26); renewal of a service agreement designating the City of Lima to enforce the Ohio Building Code on behalf of the Allen County Building Department (Resolution #213-26); and renewal of lawyers professional liability insurance with NDAA Insurance Services (Resolution #214-26). All of those measures passed by unanimous roll call.
Using federal ARPA funds, the board approved two allocations to pay contractors on the Administration Building project: a payment to All Temp Refrigeration, Inc. (Resolution #215-26) and a payment to Koester Electric, Inc. (Resolution #216-26). Those votes also passed unanimously.
A separate proposal (Resolution #217-26) to allow the County Engineer to purchase four 2027 Freightliner tandem dump truck chassis from Stoops Freightliner was moved and then tabled by unanimous vote following discussion.
In discussion items, Dog Warden Julie Shellhammer outlined plans to acquire a used 2020 Chevrolet Tahoe for $25,000 and to sell an existing county vehicle on the GovDeals auction site; commissioners indicated agreement to place the purchase on a future agenda. County staff reported they had prevailed in a workers’ compensation hearing with Sedgwick estimating roughly $80,000 in premium returns to the county, and discussed several vehicle damage claims and related CORSA processes. Commissioners also directed staff on a range of administrative matters including memberships and Memoranda of Understanding with the Regional Planning Commission and follow-up on an OPERS overpayment matter.
The board recessed for a midday break and reconvened at 1 p.m. for an evidentiary annexation hearing (covered in a separate article). The board adjourned at 2:37 p.m.
Actions recorded during the general session included unanimous approvals for the consent agenda and the individual resolutions listed above; the County Engineer purchase motion was tabled for further consideration.
