Mount Clemens approves migration to BSNA Cloud to replace bsna.net platform

The city approved an agreement to transition its BSNA municipal software from the bsna.net (.NET) platform to the vendor’s BSNA Cloud platform after administration said the .NET platform is being phased out and cloud migration is necessary to ensure continued support and security.

City staff said the cloud platform offers automatic updates, enhanced security and backups, remote access for staff and reduced on-site infrastructure costs as the city prepares to relocate city hall and the fire department to a new facility. Shipman said migration would avoid the expense of overbuilding server infrastructure at the new site and that implementation services, in-person training and post-go-live support are included in the proposed agreement.

Commissioners asked whether realistic alternatives exist and about data protections and indemnity. Administration said replacing BSNA with a different vendor would be difficult and disruptive in the short term; the vendor will provide on-site training and indemnifies the city for some vendor-caused issues. Commissioners suggested additional offline backups or periodic downloads as an extra precaution; staff said the city carries a supplemental insurance policy addressing cyber incidents and will work with the vendor to ensure protections and training.

The commission approved the agreement on roll call. Staff said the migration timeline depends on vendor availability (March–May scheduling was mentioned) and that the city would lock in pricing and schedule implementation and training.
