Councilmember Goldstein proposed an amendment to make the 55-plus restriction and HUD guidelines a condition of zoning so the restriction would remain enforceable if ownership changed; the council adopted the amendment. The motion to approve the rezoning as amended passed by a recorded voice vote (noted in the record as "Motion carries 7 0").
