Adkins told the board he was concerned that the agency’s discussions with prospective candidates amounted to an unofficial interview and could imply an imminent appointment. “Appointees should be independent and not influenced by internal dynamics,” Adkins said, stressing that commissioners are the appointing authority.
Children's Services representatives responded that community members sometimes approach the agency seeking information about board service and that their conversations are informational in nature — explaining roles, expectations and the board’s function — not a guarantee of appointment. The agency said it had told recent individuals that such conversations do not mean they will be appointed.
Commissioners and Children’s Services discussed future expectations: commissioners asked that formal appointment recommendations be routed to the commission for selection and that informational outreach not be perceived as pre-selection. The board indicated it expects to bring forward appointment actions next week and asked the agency to continue forwarding candidate suggestions while avoiding any implication that a conversation equals selection.
Children's Services also recommended commissioners consider geographic and experiential diversity when appointing members to better support keeping children in their home districts and to ensure a range of perspectives on the board.
