Committee extends deadline for state DAO registry to let procurement finish

The House Commerce Committee advanced House Bill 10‑73, a short, technical measure to extend the deadline for the Secretary of State’s office to complete a decentralized autonomous organization (DAO) registry to Jan. 1, 2027.
Carter Siney of the University of New Hampshire Interoperability Lab and membership director of the New Hampshire Blockchain Council testified in strong support, describing university expertise and ongoing efforts to convene stakeholders and host an upcoming blockchain “ideathon.” Siney said a completed registry would signal to organizations choosing where to form that New Hampshire has functioning infrastructure for decentralized governance.
Tom Connolly, Assistant Secretary of State and Director of the Corporation Division, told the committee the Secretary of State’s office requested the extension and has already issued an RFP; the office received two responses and is working with stakeholders, including UNH, to refine a revised RFP. He said the extension is a straightforward administrative matter to ensure procurement runs to completion.
Committee members recorded consent to pass the deadline extension in executive session.
