Ivins officials map plan to translate general plan into ordinance changes, seek quarterly updates from staff

Mayor opened the March 20 work meeting to begin converting Ivins’ recently adopted general plan into local ordinances and said he wants quarterly all-staff updates to the council and planning commission so elected leaders can prioritize the work. Dale, a city staff member who reviewed the plan, said he has cataloged action steps across multiple departments and will report progress and outstanding items back to the council.

The council framed the effort as a large, multi-department task that will require coordination among planning, public works, engineering and public safety. Dale said many action steps are already addressed in current practice — for example, the city has adopted a grading appendix and requires soil reports and public-facilities review for new development — but other items will require ordinance changes or clearer zoning tools.

Councilors asked for staff to involve and report through the planning commission as zoning options are refined. Dale confirmed staff will bring firmer or more concrete proposals and periodic reports; the mayor asked staff to prioritize measures that will have the greatest immediate impact during a period of active development.

The meeting also flagged practical next steps: refine the land-use map, engage stakeholders early so applicants understand available zoning options, and produce clear code language that implements the policy choices in the general plan. No formal votes were taken; staff will return with proposals and timelines for council direction.
