The Ivins City Council approved several formal actions at its May 1 meeting after discussion of planning, budget and administrative items.
Rezoning: After a public hearing on a planning commission recommendation, the council approved Ordinance 2025‑10, changing approximately 9.52 acres near 755 West Center from RA‑1 (residential agricultural) to RE‑15 (single-family residential, 15,000‑square‑foot minimum lots). Applicant Adam Allen of American Consulting and Engineering described the petitioner’s intent to retain the primary residence on the parcel and potentially subdivide the lower portion in the future. No members of the public testified against the request. The motion carried on a roll-call vote recorded as unanimous.
Tentative budget and hearing: Council reviewed the revised tentative budgets for the fiscal year ending 2025 and the tentative FY2026 budgets and discussed revenue assumptions (adjustments to sales/use tax and transient-room-tax projections, ambulance fees and inspection revenues) and a number of expenditure changes (including a cemetery fence bid). Council voted to tentatively adopt the budgets and set the public hearing for June 5, 2025.
Franchise ordinance: The council approved Ordinance 2025‑06 granting an electrical utility franchise and general utility easement to Rocky Mountain Power; the ordinance requires the utility’s consent to finalize the franchise. The measure passed unanimously by roll call.
Proclamation and consent agenda: The council approved a proclamation recognizing Building Safety Month in May 2025 after a short presentation from the building department and approved the consent agenda (meeting minutes).
Personnel policy for service members: Under Utah statute (see Utah Code 71A‑8‑102), council considered options for pay allowance while employees serve in the armed forces. Council members agreed to make employees whole by paying the difference between their city pay and military pay, capped at 15 days in line with the statute; the motion passed unanimously.
What to watch next: The council’s tentative budget adoption begins the formal public‑notice process; staff will present the budget at the public hearing in June and will return with final documents and any proposed changes suggested during public comment. Ordinances requiring external consent (for example the Rocky Mountain Power franchise) remain contingent on that third‑party step.
