Enumclaw council approves sewer reimbursement area and authorizes application for $400,000 athletic-field lighting grant

At the April 27 meeting the Enumclaw City Council approved two resolutions by voice vote.
Resolution 18-72: Sewer assessment reimbursement area City staff presented Resolution 18-72 to establish an assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout project. Chris Searcy explained that the city fronted the construction and recommended recording a latecomer reimbursement agreement affecting four parcels to recapture slightly under $88,000 in construction and administrative costs. The council moved, seconded, and passed the resolution by voice vote.
Resolution 18-74: RCO grant application for field lighting Parks Director Aliyah Hibbs presented a youth athletic facilities grant application the city plans to submit to the Washington State Recreation and Conservation Office. Hibbs said the proposed grant request is for $400,000; the grant requires a 50% match. "We already have 202,000 in impact fees," Hibbs said, and staff proposed budgeting the additional roughly $198,000 in the 2027 budget so the total estimated project budget would be about $800,000 (including a 15% contingency). The council moved to authorize submission of the grant application and passed the resolution by voice vote.
Both resolutions passed with no recorded roll-call opposition. Staff will record the reimbursement agreement for the sewer project as appropriate and pursue the RCO grant application subject to the stated match requirement and subsequent budget approvals.
