No food to be served here.” He said the kiosk is designed to use existing parking‑lot lighting and drainage, would operate roughly 6 a.m. to 10 p.m., and has stacking capacity he estimated at about 17 vehicles during peak times.
Mayor Heath, speaking from the audience, said she was “very, very excited about this,” but urged caution about queuing, citing examples in nearby Mount Pleasant where queues backed onto the street and caused safety problems. Jane Dixon, a principal planner with McKenna, told commissioners she reviewed parking counts and estimated the site’s existing parking supply is “over parked by probably about double what their requirement is,” suggesting parking supply likely will be sufficient.
Commissioners pressed on circulation and traffic mitigation. One commissioner proposed a right‑turn‑only exit from the kiosk to steer departing vehicles away from the intersection. Garrett Small said signing a right‑out restriction would be “easily doable” and that he would take the suggestion under consideration.
Commissioner (voice 5) moved to adopt the staff resolution approving PC‑2603 with the addition of special consideration for a right turnout; the motion passed with unanimous support from the commissioners present. The commission’s staff review had concluded that the proposal met applicable site‑plan requirements and was compatible with the zoning and comprehensive plan for the commercial district.
The commission’s approval covers site plan and the special use permit for a drive‑through restaurant; signage approvals remain subject to separate permits and will be reviewed under the city’s sign permitting process. The applicant did not seek approval for additional exterior lighting beyond the existing lot poles, and staff said any canopy or sign lighting would be made to comply with the ordinance or reduced as required.
