On monitoring, the Chair said the new 10‑inch master meter at the end of Willis Avenue “has been installed and is online” and that “there’s now a meter showing every gallon that goes into Carver’s property,” a change the board described as enabling closer digital monitoring of system flows. The board did not read technical specifications or budget totals for the meter during the meeting.
