Committee refers Mavis Discount Tire site plan at 615 Hartford Road to full council

Justin Dorsey, representing the City Plan Commission, told the committee the building was constructed for automotive repair and remains in that use today; the commission recommended approval with one condition: outside unscreened storage of tires is not permitted. "Any proposed outside storage of tires should be addressed," Dorsey said, noting city planning staff had confirmed with the applicant that tire storage would be inside.
Trent Sudduth, a civil engineer with Kimberly Horn & Associates speaking for Mavis, described the proposal as a "like-for-like conversion" of the former Monroe Muffler site with no physical expansion, no new impervious surface and no change in land use. "No engine or body work will be performed, and all service work occurs indoors," Sudduth said. He added the facility expects about 7 to 10 employees, primarily 8 a.m.–6 p.m., with deliveries 3–4 times per week and deliveries on site for roughly 15 minutes.
Aldermen asked whether cars would be stored overnight and whether operations would increase traffic or require site changes; the applicant said there would be no regular overnight vehicle storage and no changes to parking, access points or the dumpster enclosure. The applicant also confirmed that scrap tires and parts would be stored indoors or within the existing dumpster enclosure and that oil storage is indoors with double-walled tanks and spill-response procedures in place.
Alderman Santiago moved to send item 37,119 to the full council with a neutral recommendation; Alderman Barrero seconded the motion. The committee approved the referral by voice vote.
The committee action was procedural: the item was referred to the full City Council for final consideration. The City Plan Commission’s recommended condition — that no outside unscreened tire storage be allowed — will be part of the record forwarded to council.
