Madison City parks board approves REA contract for John Paul Park, OKs mower lease

The Madison City Parks Board voted to approve an REA design contract for work at John Paul Park and authorized a two-year lease for a new rough mower, board members said at a regular parks-department meeting.
The board approved the REA contract after staff said the document has been reviewed by the city attorney and the mayor will sign it on the city’s behalf. Tanya Burnett, a parks department staff member, said the city will oversee the work and review invoices before the DAR (Daughters of the American Revolution) passes grant payments through to the contractor.
Hillary Beal, representing the John Paul DAR chapter, told the board, “We applied for and received the grant from the Bethany Legacy Foundation. We have the money, so we're ready to go.” She said the DAR has already been coordinating with REA and will begin fundraising and sponsorships once a memorandum of understanding outlining roles is finalized.
Chair moved to give the contract the board’s official approval; the motion was seconded and the board voted aye. Board members noted the city attorney and the DAR’s counsel requested one small change each that have been incorporated.
Separately, staff presented a budgeted two-year lease for a 110-inch rough mower to replace aging equipment. Staff said the lease was accounted for in the equipment budget and that food-and-beverage revenues and the FAB tax are expected to cover annual payments estimated at roughly $15,000. The board moved and approved the mower lease; the mayor will sign that lease as well.
The meeting record shows routine business also moved forward: the board approved last month’s minutes and took a voice vote to accept this month’s claims after staff explained a duplicate payment to Midland Paper had been credited back.
Next steps: the mayor is expected to execute the REA contract and the mower lease on behalf of Madison City. The parks department will oversee invoicing and acceptance of the REA design work, and the DAR chapter said it will proceed with fundraising and grant administration once the MOU is finalized.
