Crawford County supervisors adopt FY 2026/2027 budget, OK health plan rates and targeted appropriations increases

DENISON, Iowa — The Crawford County Board of Supervisors on April 28 unanimously approved the county’s FY 2026/2027 budget and certification of taxes, adopted new employee health insurance premium rates for the 2026/2027 plan year, and approved a series of administrative actions including a budget amendment that increased appropriations by $71,800.
At an advertised public hearing that opened at 10:00 a.m., the board heard no written objections to the proposed FY 2026/2027 budget. Supervisor Muhlbauer moved to open the hearing; Supervisor Rosburg seconded. A member of the public listed in the record as "Steve K." inquired about several account amounts during the hearing, and the board closed the hearing at 10:14 a.m. by motion of Supervisor Heiden, seconded by Supervisor Rosburg.
Following the hearing, Supervisor Schultz moved and Supervisor Heiden seconded Resolution 2026-17, "Approval of FY 2026/2027 Budget and Certification of Taxes." The resolution passed unanimously (Schultz, Dozark, Muhlbauer, Heiden and Rosburg voting aye). The resolution directs the Crawford County Auditor to certify and file the adopted budget and certificate of taxes.
The board also approved the Crawford County Secondary Roads IDOT FY27 Budget and Program on a motion by Supervisor Rosburg, seconded by Supervisor Heiden. That motion passed unanimously.
During a separate advertised public hearing at 10:15 a.m., the board opened and then closed a FY 2025/2026 budget amendment hearing with no written or oral objections. The board adopted Resolution 2026-18, increasing appropriations for specific departments: Treasurer ($16,000), Recorder ($23,000), County Farm ($16,800) and IT ($16,000), for a total increase of $71,800. The resolution cites Iowa Code chapter 331.434(6) as the authority for the appropriation adjustments.
On employee benefits, the supervisors adopted Resolution 2026-19 to set 2026/2027 premiums and plan designs for the Crawford County Health Plan, which combines partially self-funded Blue Choice Plan 14 and Blue Choice Plan 16 (a high-deductible plan). The county approved employee and employer premium shares and employer HSA contributions effective July 1, 2026. Examples on the adopted Schedule A include:
• Plan 14 (single): Employee $162.63, Employer $793.99, Total $956.62; COBRA/Retiree $975.75.
• Plan 14 (family): Employee $382.38, Employer $1,866.90, Total $2,249.28; COBRA/Retiree $2,294.27.
• Plan 16 (single, high-deductible): Employee $139.54, Employer $681.26, Total $820.80; COBRA/Retiree $837.22. Employer HSA contributions listed: Single HSA $135.82; Family HSA $305.56. COBRA rates were set as the total monthly premium plus a 2% administration fee.
The meeting record also shows the Board approved the hiring of Eric Rasmussen as a full-time deputy in the Sheriff’s Office and accepted the resignation of Traci Deets from the Assessor’s Office. The proceedings include a detailed vendor payment list totaling $230,171.63 allocated across multiple funds (including General Basic, Secondary Road and Assessor). The board adjourned at 10:32 a.m.
Votes: All recorded motions in the meeting were adopted unanimously by Supervisors Schultz, Dozark, Muhlbauer, Heiden and Rosburg.
