Historic Landmark Commission conditionally approves demolition permit for 1511 Rainbow Bend

The Austin Historic Landmark Commission voted unanimously May 6 to release a demolition permit for the circa‑1935 limestone house at 1511 Rainbow Bend, contingent on the applicant submitting new construction drawings for commission review and providing a City documentation package of the property.

Staff told the commission the house, constructed in 1935 for Dr. Thomas J. McElhenney and later associated with Camp Winona, contributes to the Old West Austin National Register district and met staff criteria suggesting consideration of historic zoning. The applicant, Patrick Bradford, provided three independent assessments and maintained the building has sustained multiple additions and hazardous conditions that, in his view, have degraded the property's integrity. "This issue is about integrity," Bradford said, summarizing his handout and inspection findings and asking the commission to allow demolition so the owners can build a new structure that will honor the district.

Commission debate focused on whether the house's altered condition could be repaired. Commissioner LaRoche said she was "torn" because the building has been modified repeatedly but recognized the applicant's documentation; she ultimately moved to permit demolition conditioned on review of new‑build documents. Another commissioner noted that the professional report cataloged repairable items but did provide a structural opinion that raised concern. The commission clarified that demolition release is contingent upon the applicant submitting new construction plans and a documentation package for the city's historical record before the permit will be released.

The motion to release the permit passed with all commissioners voting in favor. The commission recorded that the demolition release is subject to (1) receipt of a documentation package for the City of Austin and (2) submission and review of new construction drawings prior to permit issuance. The applicant said they intend to meet with the architectural review committee and develop plans that "honor the historic nature" of Old Enfield.

Next steps: the applicant must submit required documentation and new construction drawings; the permit will only be released after commission review of those materials.
