County moves toward RFQ and recommends CMAR for courthouse renovation

Attorney Mark Evans of Bricker Graydon and county project staff discussed procurement options for the courthouse renovation at the Board of Allen County Commissioners' Feb. 17 meeting. Evans recommended the county use a construction manager-at-risk (CMAR) delivery method rather than a traditional general-contractor procurement.
Evans said he will prepare a request for qualifications (RFQ) for an architect or design firm to begin the design procurement phase. Commissioners discussed how procurement is handled under CMAR and asked staff to prepare documents for board consideration.
County staff indicated the RFQ and CMAR procurement strategy will be advanced in the coming weeks and placed on an agenda for formal approval. No final contract awards or RFQ issuances were recorded in the minutes on Feb. 17.
