Farmington council awards low bids for Compton waterline and CGS sidewalk, approves consent items

The Farmington City Council unanimously approved a $166,679.88 contract for the Compton waterline replacement and a $314,470.39 contract for sidewalk improvements; the council also approved several consent items including minutes, an outdoor burning ordinance, a franchise agreement, surplus sales and the monthly financial report.
The Farmington City Council unanimously approved two construction contracts and a package of consent items at its April 21 regular meeting.
Project Engineer Russell Coons told the council the Compton Waterline Replacement Project drew 10 bids ranging from $166,679.88 to $436,379. The council approved the low bid from Forge Industrial, LLC for $166,679.88 with a caveat that the contract's Section 1.1 project description be corrected before execution, Councilmember Scott Isaacson moved and Councilmember Roger Child seconded.
The waterline replacement includes upsizing an aged line and replacing water meters, curb and gutter; Coons said the work is timed to support a planned nearby subdivision and construction is expected to begin in May. The motion passed with all councilmembers voting in favor.
Coons also presented four bids for the Farmington CGS sidewalk, curb and gutter project, with bids ranging from $314,470.39 to $659,540. The council approved the low bid from Asphalt Construction and Excavating for $314,470.39 to be paid from street and storm drain maintenance funds. Coons said the project covers four locations, requires the City to accept Right of Way from affected residents, and will result in the removal of about 30 pines and aspens on 500 South east of the trail. City Attorney Paul Roberts said the work was prioritized to finish patchwork on the west side of the trail and that there will be no special assessment on residents.
The council then approved a Summary Action List that included approval of the April 7, 2026 minutes; a Seasonal Ban and Outdoor Burning Ordinance reviewed previously; a franchise agreement with Qwest Corporation (doing business as CenturyLink QC); surplus of two Ford pickup trucks; and the monthly financial report. Kristen Sherlock moved to approve the list and Roger Child seconded; the motion passed unanimously.
All votes recorded at the meeting were unanimous. Construction for both awarded projects is scheduled to begin in May, and staff will finalize contract descriptions as directed by the council.
