Planning commission recommends approval of home-based firearms transfer business with no on-site ammunition inventory

The Grantsville City Planning Commission on April 7 voted 3–0 to recommend approval of a conditional use permit for BnP Firearms and So Much More, LLC, a home-based firearms transfer and related services business proposed by Patsy Perry at 176 S Hale Street.

Planning and Zoning Administrator Shelby Moore told the commission staff confirmed with the Bureau of Alcohol, Tobacco, Firearms and Explosives that firearm sales and transfers may occur in a home-based setting under federal rules. Shelby said the application proposes appointment-only operations, secure on-site storage, limited gunsmithing, and minimal customer traffic. An email from Wayne and Iris Nixdorf opposing the request was read into the record; the Nixdorfs wrote the business is inappropriate in a family-centered residential area and urged denial.

Patsy Perry, the applicant, said the business would be operated solely by the homeowners, would generally not stock firearms or ammunition, and would rely on ordering firearms and transferring them to customers upon delivery. Perry estimated about one to two customers per month and confirmed operations would be by appointment only. Commissioner Moulton proposed, and the commission adopted, an additional condition that no ammunition inventory be stored on-site for retail sales. The motion was seconded by John Montgomery and passed unanimously (Sarah Moore, John Montgomery and Cameron Moulton voting aye).

The recommendation will be forwarded to the City Council for final action.
