Members also pointed to sections promoting pathways to homeownership, stronger ties between city and schools and a goal to expand the urban tree canopy.
Council members described the plan as a flexible roadmap rather than a set of binding ordinances, noting that zoning and implementing ordinances would determine enforceable changes. Several members asked for continued oversight and suggested forming a committee or annual review to keep the plan “living” and tied to measurable next steps.
The council moved for a roll-call vote and approved Resolution 43 adopting York 2044. No substantive amendments were made on the floor that evening.
