Council approves police equipment grant subrecipient resolution, animal control IGA extension and Vista Trails irrigation funding

Council approved the consent item 6‑0.
Consent item C (Resolution R26‑18) authorizes a one‑year extension to the intergovernmental agreement with Pima County for animal control services. Resident Sue Dugan asked that enforcement response include county officers attending to citizen complaints; staff clarified that Oro Valley pays nothing for the IGA currently and that registrations are handled by Pima County. Council approved the IGA extension 6‑0.
Separately, Council approved using approximately $150,000 of unspent Vista Trails Nature Preserve funds plus $50,000 from the next year's allocation to install plant and turf irrigation in the Preserve pond area and to leverage a $136,210 Arizona State Parks grant for ADA trail construction. Preserve Estoso president Gail Mateer and resident Rosa Daley urged installing the irrigation now to reduce costs and allow residents to assist with revegetation; staff confirmed the allocation covers the irrigation work though not the full turf installation. Council approved the funding 6‑0 and staff said a pre‑construction meeting had occurred and a construction schedule would be forthcoming.
Votes: Consent approvals on Operation Stone Garden equipment and the Pima County animal control IGA were recorded 6‑0; the Vista Trails funding was approved 6‑0.
