Council advances first reading of Cascade Hills PUD amendment after developer reduces lots to cut costs

The Hot Springs City Council conducted a public hearing and approved the first reading of Ordinance 12-87, which amends PUD No. 3 for the Cascade Hills subdivision.
Brandon Foster of Skoll Construction told the council the amendment responds to a budget overrun: the developer removed a one-sided dead-end road and eliminated four lots (bringing the plan from 52 lots to 48), and used the change to enlarge a park area while retaining the required detention pond. Foster said the adjustments were intended to help the project come back under budget while preserving open space and stormwater controls.
No members of the public spoke in opposition during the hearing. After the presentation the council closed the public hearing and moved to the ordinance first reading. Roll call on the first reading recorded a single abstention; councilmember Gary explained he would abstain because he serves on the Community Health and Development (CHADD) Board and did not want to create an appearance of impropriety. The first reading passed.
Council members asked only clarifying questions about the changes; the planning commission had met earlier and unanimously recommended approval.
Next steps: the ordinance will return for a subsequent reading and any additional procedural steps required by city code.
