City of Woodland asks for $576,000 to extend water main to support industrial expansion

Riley Bunnell, public works director for the City of Woodland, asked county commissioners to consider $576,000 for the North Beacon Road water main expansion, a project the city said is shovel ready and intended to enable industrial and commercial growth on the west side of I‑5.
Bunnell outlined a plan to install roughly 1,216 linear feet of 12‑inch and 982 linear feet of 16‑inch pipe to create a fourth water crossing of the BNSF Davidson Railroad tracks and to provide adequate fire suppression flows for planned development south of Trammell Crow’s southern boundary.
Current matching funds and design work are largely in place, Bunnell said, with engineering at about 90% and geotechnical work completed; the city projected completion in November 2026 if funding is secured. He said without the county or other public funding the work would likely fall to a developer‑driven private‑infrastructure solution that could delay or deter growth.
Commissioners asked if private developers had expressed interest in building on the site; Bunnell said they had had multiple conversations but that the project’s scale made it difficult for an individual developer to carry the full cost.
The board did not vote on the request during the meeting and asked staff to include the proposal in upcoming funding discussions.
