City staff told the council the proposed sidewalk would begin at the intersection of Sanford Road and East 3 North Street and run about 1.13 miles (roughly 6,000 feet) east to Academy Drive, located on the right side traveling east. The clerk described the program as an 80/20 grant: "These are 80/20, 80% paid for by the grant, 20% local match," and gave the project's estimated total cost as $1,475,550, with the city share approximately $675,550. The clerk also said some items, including preliminary design, are not eligible for reimbursement under the grant.
The mayor asked the clerk to present the details before the council. A motion to authorize the application (recorded in the meeting as Resolution 2026-10) was identified by the mayor as moved by Mister Powell and seconded by Mister Boswell; the council voted aye unanimously. The clerk noted that if the grant is awarded, the contract would return to council for formal approval.
The council approved only authorization to submit the application; it did not approve construction contracts or commit funds beyond the application and the described local match estimate during the meeting.
