Beaufort County board approves construction contracts and two GMP amendments for May River High projects

The Beaufort County Board of Education on Oct. 15 authorized the superintendent to execute construction-management-at-risk contracts described in RFP 25-004 and approved two guaranteed maximum price (GMP) amendments for May River High School.
Colonel Guyer moved that the board authorize the superintendent to execute contracts with Thompson Turner Construction and McKnight Construction upon expiration of the protest period; Victor Ney seconded. The motion carried with the announced tally of 8 yes, 0 no, 1 abstention; Dr. David Carr, who had just been sworn in that night, abstained.
The board then approved amendment number 36 with Thompson Turner, covering a May River High cafeteria addition at a GMP of $2,100,979. Colonel Guyer made the motion and Earl Campbell seconded. During discussion a board member asked whether both projects owned by the contractor had calendar deadlines and penalties; a district representative replied that the contracts specify completion dates and liquidated damages for missed deadlines.
Colonel Guyer next moved approval of amendment number 37 with Thompson Turner for the career and technical education building addition, renovation and outfitting for May River High School at a GMP of $13,757,228; Chloe Gordon seconded. With no further discussion the board voted and the motion carried 8–0–1 (one abstention).
Board members said the contracts include standard schedule and penalty language to address on-time completion. The motions were presented as actions coming out of the meeting's executive session; the board record shows the motions were authorized following the legal and procurement advice discussed in closed session.
The contracts and GMP amendments will move forward once any protest periods expire and the superintendent executes the agreements.
Next steps: the district will finalize contract documents after the protest period and execute the awards; staff said the contracts include specified completion dates and liquidated damages for delays.
