Kevin Edwards introduced a tribute May 5 honoring Neil Seibold for 23 years of service on the Papillion Rural Fire District Board.
Edwards noted Seibold was first appointed in September 1997 to fill a vacancy, was elected to a full term on March 9, 1999, served with a brief absence after selling his farm, was re-elected in July 2018, and retired on April 15, 2026. Edwards said Seibold supported a bond issue that purchased existing fire apparatus for the district and advocated for rural taxpayers while aiming to maintain high-quality emergency services at reasonable cost. He also said the district grew from under 15,000 people when Seibold joined to more than 28,000 during his tenure.
Mayor Black read a city proclamation recognizing Seibold's lifelong ties to Sarpy County, his participation in local institutions including Trumbull Park Elementary and Papillion La Vista High School, and his leadership on the Papillion Rural Fire District Board and other local organizations. The proclamation expressed appreciation for Seibold's decades of public service and presented a plaque; Mayor Black said the plaque had been left at the office and will be presented later.
The council did not receive public comment on this presentation. No formal council action was required for the proclamation; it was part of the ceremonial portion of the meeting.
