Norristown hears fire-services study recommending station planning, staffing and apparatus upgrades

Scott Little, a public-safety consultant with the Governor's Center for Local Government Services, presented a 39-page fire-service study to the Norristown Municipal Council on May 5, recommending a series of changes aimed at improving response times, staffing and long-term equipment planning.
The study, Little said, examined funding sources, staffing levels, apparatus and equipment, response times, training, station locations and operating procedures. "When we talk about the commitment to excellence, we're breaking down in six key categories," Little said. He noted Norristown's current average total time to arrival is about 4 minutes 21 seconds and highlighted a benchmark goal of 17 firefighters on scene within nine minutes.
The report lists 11 strategic recommendations, condensed into nine priorities on the presentation slide, including station and response-model planning, a long-term apparatus replacement schedule, and a standalone fire marshal position to support inspections and revenue generation. Little flagged procurement lead times as a particular concern: "For a pumper or a ladder truck, it's 4 to 5 years," he said, citing national manufacturing backlogs and customization requirements.
Council members pressed on how equipment would be matched to Norristown's narrow streets and housing stock and asked whether the community should plan for smaller urban pumpers and tiller (tractor-drawn aerial) units. Little said the department has already chosen a tiller to improve maneuverability and recommended planning for smaller urban pumpers where appropriate. "You can get smaller urban pumpers that are 27, 28 foot long, which will help in those tight narrow areas," he said.
Little also stressed regional collaboration for reserve aerial devices and relying on mutual-aid partners as part of a cost-effective strategy. He recommended examining funding through capital-improvement projections and emphasized recruitment and retention measures in a changing volunteer-career mix.
Council members asked whether the recommendations were prioritized; Little replied the list was not ranked in strict order but identified station planning as a high-priority item. The presentation concluded with council members thanking Little and the fire leadership for the department's performance and noting the report's role in long-range planning.
The council did not vote on the study itself; it was presented for information and to inform future budgeting and capital-planning discussions.
