Rockwall parks staff praise employee, preview Founders Day, splash pad and harbor projects

A parks operations speaker described continuing work to repair storm damage and trees still dying from a 2021 storm and highlighted irrigation and siphon operations between Phelps and Cruz. The speaker gave extended recognition to an employee named Sergio: "He is an amazing worker, probably the hardest worker I've ever met," the staff member said, calling Sergio "one of a kind" and noting he holds a Texas irrigation license.
Recreation staff previewed upcoming events, including Concert by the Lake at the harbor this week and Founders Day on Saturday, May 16, with headliners Randy Houser and the Randy Rogers Band. Staff warned that a church-owned lot typically used for event parking will not be available this year; to compensate they said shuttle buses will run from large lots including stadium and school parking areas.
Staff also provided multiple project updates: the Stone Creek fishing pier and trail system are complete; the Harry Meyer splash pad is expected to open by May 30–June 1 pending completion of valve installation and fixtures; the splash pad surface will be a dyed concrete product with a 15-year warranty after earlier turf failures; Chandler Soccer Field renovations are nearly complete; harbor work includes a wave attenuator and dock rebuilding with a target to finish by September; and the council approved an additional 79-space parking lot near Trend Tower that staff expect to start constructing within a week.
Staff framed the splash-pad surface change as a durability improvement after earlier UV degradation and surfacing problems. "We're putting in a different kind of turf... We're going to get a 15 year warranty," a staff presenter said, outlining the contractor schedule and an expected short window for remaining installation work.
The board heard the updates without objection and adjourned at about 6:31 p.m.
