Board approves two conditional use permits for detached accessory family housing units on Mannequin Road

The Goochland County Board of Supervisors granted conditional use permits for two separate applications on Mannequin Road allowing detached accessory family housing units.

Jamie Sherry, director of planning and zoning, presented the first application (CU202600003) from Stephen W. and Karen S. Dash (District 5). The planning commission had recommended approval with conditions including smoke and carbon monoxide detectors, relocation of the driveway so it sits entirely on the subject property, provision of emergency vehicle access, a 10‑year expiration date (May 2036), and a standard transfer/lease notice for future owners. No members of the public spoke during the hearing; the board approved the permit by motion and roll call.

Sherry then presented a second CUP for Jose Carmen Carrera Arellano and Anna Elizabeth Ramirez Arellano (District 4), a parcel created by a three‑lot minor subdivision. Planning staff and the commission reviewed conceptual siting options, topography and visibility concerns, and recommended approval with conditions including emergency access, road improvements prior to a certificate of occupancy, screening (vegetation and a minimum 6‑foot privacy fence where necessary), a conceptual plan generally conforming to the approved exhibit, and a 10‑year expiration. After a brief applicant statement and no public opposition, the board granted the permit as recommended.

In both cases the board noted conditions requiring improvements be completed prior to occupancy and standard transfer notifications to future owners.

What happens next: Applicants must meet the listed conditions (driveway relocation, road upgrades, screening, and life‑safety requirements) before certificates of occupancy will be issued.
