Permitted deposits listed in the ordinance include transfers from the city’s general fund balance, council‑approved capital fund transfers, annual budget allocations, federal or state grants related to public safety infrastructure, and surplus funds. The ordinance text anticipates the project will be completed in fiscal year 2029.
