Resident asks Rancho Cordova to pause Flock camera program and order independent public audit

A resident told the Rancho Cordova City Council she wants an independent public audit of the city’s contract with Flock, the license-plate-camera vendor, and asked the council to suspend the program pending the audit.

Autumn Greshop said she emailed the council with supporting materials and urged officials to review Flock’s history of security breaches and lawsuits. She told the council a public-records request showed the city has no map of camera locations and that Rancho Cordova subcontracts policing through the Sacramento County Sheriff, raising questions about whose policies govern the system. "Flock has repeatedly demonstrated it cannot secure data," Greshop said, and she asked the city to "suspend the program until those findings are made public."

Greshop cited examples of other jurisdictions that have paused or ended Flock contracts. She also said Council Member Little had previously acknowledged in writing that vulnerabilities exist and that some officials had validated concerns; her request at the meeting was for an independent external audit rather than internal assurances.

The council did not take formal action on the Flock program during this meeting. Staff and councilors acknowledged the concern but did not announce a suspension or an independent audit on the record. The item may require separate agendized action for staff to evaluate contract terms, jurisdictional authority and potential next steps.

Because Rancho Cordova subcontracts law enforcement through Sacramento County, Greshop’s question about which agency’s policies apply could affect any proposed changes to the program. The council did not provide a full staff response during the session.
